As 2020 draws toward its close, North American shippers are wondering whether 2021 will be a year of tight transportation capacity, high freight demand, and rising trucking and intermodal rates or the year transportation goes flat as the US and global economic recoveries stagnate. 
 
This year could hardly have been more chaotic, with two inversions in US domestic freight markets as the recession first killed freight demand and then revived it, as the need for inventory replenishment built up a wave of imports that squeezed capacity and US freight pricing.
 
With so many variables in play, including the continuing COVID-19 threat, it’s never been harder to plan for a new year. Business cycles are moving faster, with swings in truck pricing power and capacity occurring almost every year.
 
This two-part webcast series will help shippers sort fact from hype and develop a grounded view of coming logistics needs and transportation environment. Our panels will bring together top analysts, shippers, and trucking, intermodal, and logistics executives.
The result will be an event that connects the dots between the international supply chain, from seaports, and transloading to last-mile logistics. We’ll map the broad issues and dig into specific problems shippers face moving goods from origin to market in the COVID-19 era.

US truckload and less-than-truckload carriers entered the fourth quarter with capacity tighter than it was even in 2018. Shippers agreed to short-term bids and rate hikes to guarantee they get trucks. The trucking sector’s costs are rising too, however, especially costs associated with drivers and insurance. The COVID-19 pandemic has had a profound impact on the global food supply chain, both in the immediate and far-reaching disruption it caused in the spring and in the lasting changes emerging as large consumer countries such as the US begin to transition to a new normal. Consumers, for example, have moved dramatically toward online grocery shopping and direct-to-consumer food delivery. Just four years ago, the Food Marketing Institute estimated online food and beverage sales would reach $100 billion by 2025. From March through July, the US trucking industry seems to have completed a cycle that would normally take at least a year, from a recessionary plunge to an unexpectedly strong recovery that is shifting pricing power to carriers. What has 2020 meant for global container port efficiency? This year, after all, was to be the watershed year for initiatives such as port call optimization, finally driven to progress by intensifying pressure to reduce emissions, combined with advancements in digitization and standards to help get to the new levels of collaboration required to make it happen. Then came COVID-19, one of the biggest and most unpredictably disruptive events the global economy has experienced. It could reasonably be expected that the large reduction in ship calls in the first half of the year would translate to better overall port efficiency due to reductions in waiting times and other factors. In fact, IHS Markit’s Port Efficiency Data shows that on a global level, average call sizes — the number of boxes exchanged per port call — grew by more than 4 percent on a global level in this year's first half compared with a year earlier, suggesting better load factors and proactive capacity management by operators. But landside capacity challenges resulting from truck shortages and the inability of some distribution centers to receive goods may have offset any efficiency gains resulting from lower overall volumes passing through ports and terminals in the first half of the year.

The service contracting season in the eastbound trans-Pacific had barely wrapped up in late May when shippers and non-vessel-operating common carriers were unexpectedly hit with two general rate increases. Spot rates from Asia to the West Coast increased almost 50 percent to $2,132 per FEU and East Coast rates increased about 10 percent to $2,738 per FEU through early June. Rolling of shipments at Asian ports was common as vessels were booked beyond 100 percent utilization. How did this happen when US imports from Asia in May were 18.5 percent lower than in May 2019, according to PIERS? NVOs say carriers reduced capacity through blank sailings more than necessary so they could fill ships and increase freight rates. Carriers said they had no visibility into purchase orders that retailers had placed in Asia, and still have no visibility into peak-season volumes that will begin moving later this summer.  Meanwhile, the dramatic swings in cargo volumes, and carriers’ penchant for blank sailings, is making it difficult for shippers and NVOs to plan their supply chains. Terminal operators, warehouses, and truckers are struggling to plan their capacity requirements.
