XTRA Corp., the parent of freight transport leasing giant XTRA Lease, named Bill Franz president and CEO of the corporation and said it would move its headquarters to St. Louis. Franz will continue in the post of president of XTRA Lease, which he has held for the last 11 years. A 30-year industry veteran, Franz began his career with GE''s Transport International Pool as a branch operations manager. He joined Strick Lease in 1990 as regional vice president.

ViaSafe, logistics service provider based in Ottawa, announced that Carl Burigana has joined its international trade team as director of value-added services. Burigana has over 15-years'' experience in the international trade industry, most recently he worked for the Descartes System Group.

RUAN Transportation Management Systems named Jim Skelton senior vice president. Skelton will be responsible for information technology as well as for the design and engineering of logistics services for customers. He is a 35-year transportation veteran, most recently as a transportation consultant for Garden Ridge and before that as the vice president of worldwide transportation operations and regulations for DFS Group Ltd.

Global Aviation Associates, a Washingoton-based airline consulting firm, named Leroy A. Keith vice president of operations, safety and security. Keith was technical director for the Association of Asia Pacific Airlines. An aeronautical engineer, he also worked at Boeing, the Federal Aviation Administration, Douglas Aircraft, and the Australian Civil Aviation Safety Authority.

The Columbia Group of Companies, the New Jersey-based maritime and intermodal business, promoted Robert W. Castro to chief financial officer. A former official at Maher Terminals, he joined Columbia Coastal Transport in 1994 and has been vice president of finance and administration at the barge operator since 1996.

SIRVA, a global mover, announced the promotion of Stephen Branch to the new position of senior vice president of global customer development. Branch previously worked as vice president of European customer development. Maria-ann Camilleri was appointed to Branch''s former position. Michelle Guswiler joined as senior vice president of business development. Guswiler was executive director of global consumer insights at Ford and before that was at Booz Allen & Hamilton.

Troutman Sanders said Thomas W. Wilcox, Harold E. Mesirow and Matthew J. Thomas joined the firm''s transportation practice, based in Washington, D.C. Wilcox joined as a partner. Most recently he served with Thompson Hine, where he was a partner and practice group leader. Mesirow and Thomas previously worked for Robins, Kaplan, Miller & Ciresi. Both will serve as counsels at Troutman Sanders.
