ATCHISON, TOPEKA AND SANTA FE RAILWAY CO. (Schaumburg, Ill.) - J. Patrick Carter was namedchief of police, reporting to James T. Wilson, assistant vice president for operations support.

James W. Rusteberg was appointed assistant chief of police-crime prevention services, Carl R. Ball was named supervisor of crime prevention services, and Janice R. Edwards was named manager of administration and budgets in the railroad's police department.Mr. Carter was assistant chief of police at San Bernardino, Calif.

CONSOLIDATED RAIL CORP. (Philadelphia) - Gerald T. Gates was named vice president in charge of mechanical, succeeding John R. Nussrallah, who was named managing director of in-sourcing.

Mr. Gates, who had been assistant vice president of operations planning and administration, will report to David M. Levan, executive vice president.

In his new capacity, Mr. Nussrallah will manage Conrail's in-sourcing program, which includes work on both cars and locomotives for other railroads and transit agencies at Conrail's Juniata Locomotive Shop in Altoona, Pa., and the Hollidaysburg Car Shop in Hollidaysburg, Pa.

He reports to Mr. Gates.
