CONSOLIDATED RAIL CORP. (Philadelphia) - Robert W. Shea was named assistant vice president, human resources. He'll oversee all selection, placement and development of employees. Mr. Shea was director, compensation and benefits.

David C. Deubner, M.D., was appointed assistant vice president, medical resources management. Dr. Deubner, who'll be responsible for medical standards and health programs including alcohol/drug testing, joined Conrail in 1986 as chief medical officerRichard D. Huffman was named senior director, resource administration. He'll oversee relocation, human resource information systems, benefits planning and salary administration.

Julia A. Farmer is Conrail's new director, selection and placement. She'll be responsible for employee standards, recruiting and all aspects of the employee selection process. Ms. Farmer was manager, employment.

PLM INTERNATIONAL INC. (San Francisco) - John D. Horner was appointed vice president, marine group for subsidiary PLM Transportation Equipment Corp.

Mr. Horner joined PLMI in 1988 as director of marine vessels, responsible for PLMI's fleet of eight ships. As vice president, Mr. Horner is now responsible for the management of 35 ships, making PLMI among the largest shipowners on the West Coast, with lessees in the United States, Europe and Asia.

TRANSCISCO RAIL SERVICES CO. (San Francisco) - Timothy P. Carlson was appointed president. He replaces John E. Carroll Jr., who has resigned as TRS' president and vice president of Transcisco Industries Inc., TRS' parent.

Mr. Carlson was vice president, finance and chief financial officer at Transcisco Industries.

Robert W. Laversin, controller of Transcisco Industries, becomes vice president of finance of the parent company. Transcisco Rail Services repairs and retrofits railcars.
