BANK OF NEW ZEALAND (New York) - Laurence L. Seigel was named senior vice president planning and administration North America, and manager of the New York branch. He was vice president and branch manager.

Douglas A. Rettew was named senior vice president corporate, North America. He was a vice president corporate lending.John J. Hanly was named senior vice president treasury, North America. He was vice president treasury.

DAIWA SECURITIES AMERICA (New York) - Louis F. Wade was named senior vice president and national sales manager, a newly created position.

Mr. Wade will be responsible for coordinating the distribution and sales of all fixed-income products throughout the United States for this primary dealer in U.S. government securities. He was vice president, fixed-income sales.

MERRILL LYNCH CAPITAL MARKETS (New York) - Raymond J. Minella was named chairman of the newly formed High Yield Operating Committee, a joint operating committee comprising senior representatives of the firm's investment banking, sales and trading divisions.

Mr. Minella was managing director in charge of Merrill Lynch's High Yield and Strategic Finance Department in investment banking.

Owen Cheevers, recently named managing director in charge of high yield sales and trading, will join Mr. Minella on the committee, along with Thomas W. Davis and Peter Horan, managing directors in investment banking, and Richard Allerton, Richard Dunham and Sanford Rich from sales and trading.
