Jordan Electricity Authority will issue tender documents for construction of Aqaba Thermal Power Station, Stage II. Contract period shall be between 1994 and 1996. Project is extension to existing power station; consists of two 130 Mw oil-fired generating units with necessary accessories/civil works. Project grouped into four major contracts. Expected dates for issue of tender documents to bidders are: turbine island (tender no. 46/93) and boiler island (tender no. 47/93), end-August 1993; civil works (tender no. 48/93), end- September 1993 (prequalification forms were issued in July to bidders); fuel oil tanks (tender no. 49/93) mid-September 1993. Bidders shall submit offers in first week January 1994. Bidders will be allowed to bid for one tender package, any combination or single turnkey project. Expected project will be financed by loans from Arab/international funding agencies. Funding will be in accordance with agencies special terms/conditions. JEA announced construction of second stage of Aqaba Thermal Power Project whose four tenders (no. 46/93, 47/93, 48/93 and 49/93) were released in local newspapers on 08/19/93. JEA wants to expand Aqaba Thermal Power Station, which began commercial operation in November 1986, and to increase generating capacity by adding two thermal power units of 130 Mw each. Site located approx 19 km south of Port of Aqaba and about 1 km inland/east of shoreline of Gulf of Aqaba. Intake/hydraulic discharge system structures located on shoreline. Circulating water system pipe lines located in Aqaba Thermal Power Station, units 3 & 4 60 M right-of-way space from sea to power station. Total area of power station/switchyard/access to sea approx 600,000 sq m. Site level varies

from 25-57 m above sea level. Plant level established at 35 m above sea level. Project will be divided in four contracts expected to be awarded in April 1994 with commercial operation of both units in last quarter 1996. However, need for power is such that consideration will be given to any reasonable means of producing 130 Mw by early summer 1996. Although Arab/international lending agencies have expressed interest in project, tenderers will be requested to offer attractive medium-/long-term financing. Each steam generator in stage II will be oil-fired, forced draft water-tube connected to one steam drum, with superheater, reheater, economizer. Unit will be of welded wall construction/ will be top supported from steel structure, and of outdoor type, furnished with regenerative air heaters. Steam turbine generators will be of indoor multicylinder tandem construction type with underslung condensers and 7 stages of feed heating; 2 high pressure heaters, 1 deaerator and 4 low pressure heaters. Steam generator output will be based on supplying steam to turbine with cycle conditions of 141 kg/sq cm gauge and 538 degrees C superheat, 538 degrees C reheat, back pressure of 6.35 cm HG ABS, and final feed temperature of 245 degrees C. Turbine back pressure based on inlet cooling water temperature of 280 degrees C. Water for condenser cooling will be once through and obtained from Gulf of Aqaba with temperature rise of 10.5 degrees existing intake structure, constructed for stage I, was adequately designed for stage II units and allowance made for 4 new cw pumps, 1 double-size drum screen, trash rakes, stop-logs etc. Generators will be rated 160.5 mva, 50 hz, 3,000 rpm with 0.85 power factor. Generator voltage will be stepped up to 400 kv to deliver power to substation on site (provided under separate contract) feeding 2 existing 400 kv transmission lines to north and terminating in Amman. A 33 kv substation will be fed from 400 kv switchgear via tertiary winding of 400/ 132/33 kv auto-transformers for feeding plant start-up transformers. Present buildings will be extended, where necessary, to house stage II plant with additional stores/workshop buildings. All station systems will be digitally controlled as part of distributed control system. Steam turbine will have own electrohydraulic control system. Digital control will direct interface requirements of coordinated boiler-turbine control system. Burner management controls/furnace safety instrumentation will be supplied with steam generator. Data logging/system calculation will be performed by digital control/supervisory system. Separate sequence-of-events recorder will be provided. Project divided into 4 contracts: turbine island contract; boiler island contract; civil works contract; heavy fuel oil tanks contract. Turbine island contract will consist of all necessary items/auxiliaries needed for two 130 mw steam power generating plants. Should consist of, but not limited to multicylinder reheat steam turbines including suitable electrohydraulic control system, lube oil, generator seal oil, feed-water heaters, main condenser, bypass system for HP and IP turbines with accompanying electrical, instrumentation and control Aqaba Thermal Power Station, units 3 & 4 systems. CW pumps, drum screen, trash rakes, stop-logs, valves, full design of CW system. Closed cooling water coolers/pumps. Extension to hypochlorite storage/ replacement dosing pumps. Further hydrogen storage cylinders, extension to water treatment plant/tanks. Electrical generators, transformers, switchgear, control centers, all protection/control base on DC principles. Boiler island contract will consist of main boiler with reheater, super heaters, desuper- heater, a gas recirculation fan for controlling main steam/reheat temperatures. Pressurized combustion furnace through 2 forced draft fans handling combustion air necessary for suitable combustion process at various loads. Two steam coil air preheaters and 2 gas air preheaters to raise/control combustion air temperature. Boiler feed water system that consists of 3 boiler feed pumps and hydraulic couplings with booster pumps and single deaerator in addition to all piping/fittings/other auxiliaries including electrical, instrumentation, control systems. Reboiler/steam bypass for fuel oil heating,

bulk storage tank heater coils, boiler steel work access stairs, galleries. Civil works contract includes full design/construction of 125 m chimney and construction of all other foundations necessary for whole structure of stage II boiler & turbine and flue tanks in to all buried piping (yard piping) all over station. Work consists of furnishing all material, equipment, drawing, labor for civil works associated with construction of 260 Mw power station with 2 fuel oil-fired generating sets. Major items of work include site excavation, grading, filling, compaction; reinforced concrete retaining walls; sewerage systems; chemical drainage system including neutralizing pit; trenching/backfilling for buried pipes, electric duct banks/other utilities; perimeter fencing including access gates; foundations for condensate tanks/ water storage tanks; circulating water intake/discharge pipes, including thrust blocks/associated concrete structures; boiler structure foundations; turbine building, including pedestal, steel frame, reinforced concrete floors, all architectural work; reinforced concrete chimney 125 m high with 2 flues/1 elevator; miscellaneous equipment foundations for transformers, fans, pumps, motors, etc.; ancillary buildings, including cranes, building services; storm water drainage system including oil separators; fire protection system; foundations/bunding for heavy flue oil tanks. Heavy fuel oil tanks contract: 3 heavy oil tanks should be furnished with capacity of 42,000 cu m each.
