Computer system

The Police National Computer Organization (PNCO) is replacing its operational and development systems. PNCO provides a fast and reliable on-line information storage and retrieval service 24 hours a day, seven days a week, to all police forces in the United Kingdom. The operational system is accessed by over 2,700 terminals connected either directly or through police force computers, which are connected to PNC via computer-compu ter links. The links to force computers use a common communications protocol which was developed in-house: the PNC Standard Interfact (STIF). The replacement system is required to be capable of supporting an on-line workload in excess of 300,000 message pairs per day concurrently with a substantial batch workload.

PNCO is to redevelop all of its applications using Software AG's Adabas and Natural. PNCO requires the following: an operational system, with the capability to interface to an X-25 Network; a development system including up to 50 development work stations, with the capability to interface to an X.25 Network; system software, including Adabas/Natural and various utilities, to provide software development and support environments for the two systems; specially written software to enable the replacement PNC systems to support communications links to force computers using the current PNC STIF protocols.

The supplier is required to assume responsibility for the integration of all hardware and software products. The supplier is expected to tender for the complete system (hardware, system software and specially written software) and to take responsibility as prime contractor for the supply, integration, maintenance and support of the proposed system.

Place of delivery: Police National Computer Organization, Aerodrome Road, Colindale, London, NW9 5LN. Time limit for delivery: delivery of the development system is required within eight weeks of the award of contract. The earliest required date for delivery of the operational system is July 1989, though further details will be notified to prospective suppliers.
