The f.a.s. value for U.S. imports was discontinued in January 1982 and replaced by the customs value. The Customs value, redefined by the Trade Agreements Act of 1979, is similar to the f.a.s. value, and generally represents the price paid by the buyer to the seller, it excludes the U.S. import duties, freight, insurance and other charges incurred in bringing the merchandise to the United States.
