Waste Tire OperationOxford Energy Co. said it purchased the waste tire collection and recycling operations of Filbin Tire Collection Co. of Westley, Calif., for $2.75 million.

Oxford said that the acquisition will assure an orderly and secure long- term supply of waste tires for its Modesto, Calif., tire-burning power plant, which will burn approximately 4.5 million tires a year to produce electricity for sale to Pacific Gas & Electric Co., San Francisco.

Oxford's waste tire recycling subsidiary, Oxford Tire Recycling Inc., has three waste tire recycling facilities in operation with the capacity to process a total of between 9 million and 12 million waste tires a year.

To Build Refuse Plant

American Ref-Fuel Co. of Essex County has broken ground in Newark, N.J., for a $243 million waste-to-energy plant to handle the solid waste from 22 New Jersey municipalities.

The Essex County Resource Recovery Facility is to be designed, constructed, owned and operated by the company.

The project is being funded by Port Authority of New York & New Jersey, the state, and $49 million of equity by American Ref-Fuel.
