The annual report on global port performance shows almost universally weaker scores due to vessel delays and reroutings, but some terminal operators helped a few ports buck the trend.
The more cooperative approach recommended by a committee of the South Coast Air Quality Management District means the ports and their stakeholders would not need to limit cargo volumes each year to achieve emission reductions goals.
