The U.S. government has maintained an embargo on Cuba for 35 years, saying it is intended to force the administration of President Fidel Castro to implement economic and political reforms. The shooting down by the Cuban air force of two U.S. civilian planes last month has further strained relations between Washington and Havana, leading the United States to tighten the embargo. Cuba's neighbors repeatedly have said that the embargo is redundant, and that change in Cuba will not be achieved by isolating the island. They have attacked the latest efforts to tighten the economic embargo. Several of the countries have been trading with and investing in Cuba and have opened markets in Cuba for a range of products, including soaps, petroleum products, construction materials and processed food and drink. ''The trade mission to Cuba will include approximately 25 manufacturers that will be meeting with Cuban trade officials and companies with a view towards developing and deepening commercial ties between Cuba and the Caribbean,'' the Caribbean Export Development Agency said. The mission, which will include a trade exposition at Havana's Melia Cohiba hotel, will visit April 1-3. Representatives of companies involved in food processing, electronics, building materials, packaging, footwear and chemicals will take part. ''I do not expect any negative reaction from the United States towards the region for mounting this mission to Cuba,'' said one of the participants, who asked not to be named. ''We are not concerned about the threats from Washington contained in the latest efforts to tighten the embargo on Cuba by penalizing our companies and their executives. ''Despite its economic problems, Cuba is a potentially lucrative market for Caribbean companies, and since the U.S. companies and government do not want it, we will make use of it.''

But it's certainly an initial indicator of what trades may be attractive to expand in or enter. The results range widely and the revenue per nautical mile at the top end promises healthy returns whereas carriers tend to struggle at the bottom end. Big ship trades were excluded, but it's worth noting that feeder ships in the small to midsize range are used in these trades to serve outports, and real returns are very dependent on the health of the main trade. Reasons for sitting on the fence include a) too much opportunistic chopping and changing of tonnage between trades will impact continuity of coverage, b) the health of some individual trades is historically volatile, c) the smaller trades can be more vulnerable to an upgrade or new loop, tipping supply/demand adversely, d) the charter market is tight, and e) there is a cost to moving ships between trades. <h3>Opportunities ‘are not equal’ </h3>The counter arguments for moving decisively and quickly, even if it means moving ships between trades, are many. Taking ships off an over-tonnaged trade with poor returns into an under-tonnaged trade with much better returns is a double win — the assets earn more money in the new trade and by taking them off the struggling trade, the supply/demand balance is improved there for remaining assets. Secondly, carriers don’t necessarily have to be dependent entirely on the trade they are entering but can also look at connecting trades to spread their risk; that is, minimizing the danger of moving a trade into oversupply. Third, some trades are more niche than others but once entry has been made, the returns are much steadier than in the “feast or famine” big East-West trades. Finally, nature abhors a vacuum, so if you don’t do it your competition will. The first mover in a midsize trade will be favored and can secure its position. Opportunities are not equal. The recent increases in intra-Asia rates, for instance, are partly caused by a diversion of US export business to intra-Asia, as well as port congestion in some ports. The intra-Asia trade can be expected to remain robust, but some of the current highly inflated rates are unlikely to persist. The ideal smaller deep-sea or regional trade for a carrier to enter is one that has been relatively sheltered (veering towards having insufficient capacity), has consistently good rates and has connectivity from sub-trades that spread the risk of entry and make it less likely that new capacity will adversely alter supply and demand. The carriers that have the best base to take the most advantage of these opportunities in a tight charter market are those whose fleets of small to mid-sized ships are already big or rapidly growing, and thus have the buffer to pounce on opportunities. Average spot rates from West India (Nhava Sheva/Mundra) to the US East Coast (New York) have dropped between $400 to $600 per FEU in September to date, new data from local freight forwarders shows. Asian carriers – mostly working on slot charter rights – are said to have been more aggressive in cutting prices. Forwarder sources put spot quotes by Cosco Shipping/OOCL, HMM and Ocean Network Express (ONE) for Nhava Sheva-New York bookings at $1,600 to $1,800 per FEU, versus the $1,900 to $2,100 range offered by bigger European operators. Those prices are down from $2,000 to $2,100 and $2,300 to $2,500, respectively, reported in the second half of August. Platts, a sister company of the Journal of Commerce within S&amp;P Global, pegged rates at $1,888 per FEU as of Sep. 18, down 2% on the week. Forwarders who spoke with the Journal of Commerce said capacity utilization for USEC sailings out of West India has fallen to between 60% to 70% from the 80% to 90% level normally seen for the premier networks. The terminal, known as Tecon Santos 10, would cement the port’s status as the biggest gateway on the continent, boosting its annual container capacity by almost 60% to 8.73 million TEUs and allowing it to handle 20,000-TEUs ships, many of those from Asia. Data from maritime consultancy Drewry shows container volumes at Santos for this year through July were up 8% compared to the same period in 2024 and the Santos Port Authority forecasts volumes to continue growing at about 3% annually. Over the last five years, Santos' compound annual growth rate for revenue has been almost 11%. “There is no denying that there is an urgent need for additional capacity at the Port of Santos,” Eleanor Hadland, Drewry’s lead analyst for ports and terminals, told the Journal of Commerce. <h3>Auction controversy </h3>The planned search for a developer and operator of Tecon Santos 10 has not been without controversy, according to Brazilian outlet Valor International. Brazil's National Waterway Transport Agency approved a two-phase auction process that would prohibit several carriers, including Maersk, Mediterranean Shipping Co. and CMA CGM, from participating in the first round in order to boost the chances of smaller terminal operators. A Brazilian judge in July rejected a request from Maersk to halt the bidding process, <a href="https://www.reuters.com/world/americas/brazil-judge-rejects-maersk-request-alter-1-bln-port-auction-2025-07-23/">according to Reuters</a>, after the carrier in June sued Santos for being excluded. "Excluding companies with broad international experience, responsible for managing some of the most efficient ports globally, without thorough studies to support such a decision, significantly diminishes the project's potential at Latin America's largest port," Maersk said in a statement to Reuters. The two-phase plan was also met with resistance from Brazil’s Finance Ministry, who instead recommended the auction be held in one part, with the winning bidder required to divest assets if it already operates at the Port of Santos, <a href="https://valorinternational.globo.com/business/news/2025/08/22/finance-ministry-backs-single-stage-auction-for-tecon-santos.ghtml">Valor International reported</a> on Aug. 22. <h3>Road network upgrades </h3>The planned terminal project has also raised concerns about whether Santos’ road network can handle the new volumes brought on by the infrastructure growth. “While [the new terminal] may translate to improved vessel turnaround, upgrading the capacity of the road network around the port is also critical for the efficient operation of Brazil’s largest container port,” said Hadland. Some of those road network upgrades are already underway. The Santos-Guarujá Tunnel, an underwater tunnel that will serve commercial and passenger vehicles, will reduce the journey between the cities of Santos and Guarujá from about 40 kilometers in 40 minutes to less than one kilometer in just over one minute, Port of Santos Press Supervisor Paulo Silveira told the Journal of Commerce The Portuguese company Mota-Engil is expected to begin construction of the tunnel later this year, said Silveira. A Brazilian judge in July rejected a request from Maersk to halt the bidding process, according to Reuters , after the carrier in June sued Santos for being excluded. "Excluding companies with broad international experience, responsible for managing some of the most efficient ports globally, without thorough studies to support such a decision, significantly diminishes the project's potential at Latin America's largest port," Maersk said in a statement to Reuters. The two-phase plan was also met with resistance from Brazil’s Finance Ministry, who instead recommended the auction be held in one part, with the winning bidder required to divest assets if it already operates at the Port of Santos, Valor International reported on Aug. 22. Road network upgrades The planned terminal project has also raised concerns about whether Santos’ road network can handle the new volumes brought on by the infrastructure growth. “While [the new terminal] may translate to improved vessel turnaround, upgrading the capacity of the road network around the port is also critical for the efficient operation of Brazil’s largest container port,” said Hadland. Some of those road network upgrades are already underway. The Santos-Guarujá Tunnel, an underwater tunnel that will serve commercial and passenger vehicles, will reduce the journey between the cities of Santos and Guarujá from about 40 kilometers in 40 minutes to less than one kilometer in just over one minute, Port of Santos Press Supervisor Paulo Silveira told the Journal of Commerce The Portuguese company Mota-Engil is expected to begin construction of the tunnel later this year, said Silveira. Contracts for the two vessels, known as BC-class in recognition of their joint control, have been signed with Jingjiang Nanyang Shipbuilding Company, Amsterdam-headquartered BigLift said in a statement. The first 25,000-deadweight-metric-ton (dwt) vessel is due for delivery in the first quarter of 2028, followed by the second in the third quarter of that year. The latest deal follows on from contracts inked in April 2024 with the same shipyard for two similar-sized ships. The first, owned by CY Shipping, is scheduled for delivery by the end of December, while the second vessel, owned by BigLift, is expected to join the fleet in the second quarter of next year. The vessels, jointly designed by CY and BigLift, have been engineered to carry ultra-large and heavy modular cargoes and feature a 141-foot-wide, 460-foot-long deck that provides a fully unobstructed cargo area of 64,800 square feet. Neils Rasmussen, chief shipping analyst for shipping association Bimco, said in a market update Thursday that LNG remained the most popular alternative fuel, with LNG-fueled ships now accounting for two-thirds of all alternatively fueled ships on order. “As of end-August 2025, 534 container ships are on order that will be able to use alternative fuels upon delivery,” Rasmussen said. “These represent 53% of ships on order and 77% of the TEUs [on order].” A host of dual-fuel LNG ship orders have been announced this year. Yang Ming Marine Transport recently <a href="https://www.joc.com/article/yang-ming-signs-14-billion-upgraded-ship-order-for-16000-teu-vessels-6081736">ordered seven LNG and ammonia-capable 16,000-TEU ships</a>, while Mediterranean Shipping Co. in July ordered six 22,000-TEU dual-fuel LNG vessels and upsized another six LNG-fueled container ships from 19,000 TEUs to 22,000 TEUs. In February, Taiwan’s Evergreen Marine <a href="https://www.joc.com/article/evergreen-makes-32-billion-order-for-lng-capable-megaships-5943682">ordered 11 24,000-TEU LNG-capable vessels</a>. Alternative fuels have proven popular among the largest ships. For ships of 8,000-TEU capacity or more, 81% of the vessels and 85% of the TEU capacity on order are for mainly LNG and methanol-capable ships, according to the Bimco report. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="80e7aa34-41b8-4bd7-b5ac-58f5337eebb6"></dynamic-object></div>Rasmussen noted that a shift from methanol toward LNG highlighted a key concern of shipowners when building dual-fuel ships: the availability of fuel. LNG is currently available mainly as a carbon fuel but could increasingly become available as a low-carbon biofuel or e-fuel. More than 25% of all the container capacity in operation by 2030 could be capable of sailing on alternative fuels, Rasmussen said. “Assuming that none of the alternatively fueled ships in operation are recycled, the container fleet in 2030 will include 837 alternatively fueled ships with 10.9 million TEUs of capacity once all the ships in the order book have been delivered,” he said. While container shipping is making strides toward alternatively fueled vessels, the other shipping sectors are more difficult to decarbonize, the Bimco analyst said. “In the bulker, crude tanker and product tanker sectors, alternatively fueled ships only make up respectively 8%, 17% and 9% of the ships on order,” Rasmussen said, noting that the prevalence of smaller operators in those sectors may negatively impact orders, whereas the container sector was controlled by a few large companies. <h3>Significant shortfall in green fuels </h3>The technology to build ships capable of low-carbon operation is available, but the Bimco update highlighted the lack of availability of the fuel. That emerged as a key concern this week at London International Shipping Week (LISW), where the urgent need for investment in alternative fuel production to scale up supply and for an increase in demand for dual-fuel ships was raised regularly. The International Maritime Organization’s net-zero framework, due for adoption in October, has set a target of zero- or near-zero emission fuel types making up 5% to 10% of shipping fuel by 2030. But current estimates predict a significant shortfall. Unless demand for alternative fuel vessels significantly ramps up, the current order book for these ships will only deliver about 37% of the demand needed to achieve the 2030 target, according to a research report released at LISW called Progress Towards Shipping’s 2030 breakthrough — 2025 edition. The report was compiled jointly by the London-based UCL Energy Institute, the Global Maritime Forum’s Getting to Zero Coalition and the Climate High-Level Champions. In another report released at LISW, Accelerating to Net Zero, consultants at Accelleron noted that dual-fuel ships dominate the order books, but scalable carbon-neutral fuels are not available while emissions continue to rise. “The proliferation of fuel pathways has created paralysis,” the report said, highlighting how fuel pathway uncertainty was fragmenting demand and diluting investment in scalable net-zero solutions. “LNG, biofuels and e-fuels are all being trialed, but none at scale,” according to the report. “Shipping, historically the first in line for the leftovers of the fossil economy, now faces the reverse: competing for premium fuels.” Accelleron estimated that if LNG was the industry choice, 333 million tons of LNG would be required annually by 2050 to fully decarbonize global shipping, which would see a 67% increase in fuel consumption by 2050 as maritime transport doubles. The world of LTL is slow to embrace change. Business anachronisms permeate current supply chain processes. These vestiges of the way things used to work define the LTL freight transportation procurement process of many modern shippers.David Knuth, logistics specialist at IEWC, a global supplier of cable and wire based in Wisconsin, is happy to have modernized the RFP process, automating the entire LTL bidding procedure with Bid$ense, SMC³’s automated truckload and LTL freight transportation sourcing solution. But when prompted, he can still recall what once was.In his previous job, a large part of his duties were consumed by creating an intermodal bid package for carriers. In a spreadsheet, Knuth detailed the company’s volumes lane by lane, taking care to delete any errant keystrokes or misleading data. He would then email out the information to each carrier, taking time to respond to detailed technical questions about the spreadsheet data. Finally, he had to compile all the results, create an algorithm that would compare the carriers on each lane, and award the business.“It was a huge undertaking. It took about four months to do,” Knuth said of the old process. “It was almost a full-time job for that part of the year, every year.”In his new job at IEWC, he sat down with Bid$ense on day one and was amazed at the capabilities. Knuth had never before used a bid tool. SMC³’s latest versions of Bid$ense automate the process even further, taking truckload and LTL RFPs entirely online. The tool draws on RFP best-practices protocols to streamline the bidding communication process, enabling bidding carriers to respond accurately and promptly to shipper requests. The solution also does all the distribution work automatically, electronically submitting shipper bid data to carriers based on their actual service capabilities and performance records. Carriers are alerted with timely prompts for RFP deliverables, so shippers aren’t waiting by the phone for responses.Another benefit of automating the process is the data-cleansing assistance. When Knuth sent spreadsheets to carriers, data errors might cloud the bidding process; he might have to resend data or simply accept a price that did not truly reflect the costs of doing business. Data cleansing is incredibly beneficial, he said.The spreadsheet technique also made bidding analysis an onerous task. Founded in 1980, Central Garden &amp; Pet has spent the last three decades growing from a small garden supply company to a provider of a range of products from dog chews and bird seed to soil supplements and natural insecticides. For much of its life, the company shipped these disparate goods via LTL and truckload carriers to retailers throughout the country, relying on each business unit to negotiate directly with their freight transportation providers. This arrangement worked fairly well for a small company, but as Central Garden &amp; Pet expanded, leadership decided to consolidate decision making.Burnett helped centralize the transportation decision making in 2015 with SMC³’s Bid$ense. Before Bid$ense, every business unit operated independently as far as negotiating with carriers.“There were a lot of different things just floating around,” he said. “We didn’t have master agreements in place; no national pricing at all. The pricing from carriers was just all over the place, depending on where you were.”The transformations he saw with Bid$ense were immediate. Burnett has been using the tool about every other year since its implementation at the company. Central Garden and Pet’s $19.6 million 2019 LTL bid saved the company just more than 9 percent when compared to its historical average. For Burnett, though, bid automation extends far beyond savings.“We knew that we weren’t getting the best pricing offer from our carriers just because nothing was centralized,” he continued. “We knew that if we combined everything from all these business units and paired it with one corporate offering, then it would drive some cost benefit with it.”When the company initially decided to centralize bid procurement, executives researched a number of different methodologies and technologies. In the end, though, Burnett found that Bid$ense was both widespread and well known, and that his carrier partners already knew how to use the application. Burnett also highlighted the data-cleansing process as a major benefit, saying the rigorous process ensures that carriers always return the best price.“It definitely has helped drive savings,” he said. “Any time you go out there and you drive that competitiveness with the carriers and they know they’re in a bid environment, it seems to sharpen their pencils.”Transportation procurement is an integral part of the modern supply chain. With Bid$ense, shippers can develop a strategic implementation plan that saves them time and money, but also helps them create strong relationships with their carrier partners. These carriers appreciate the solution’s data-cleansing process; when carriers receive a complete shipment history and future volume forecast, they don’t have to guess on pricing. Carriers that receive more data from shippers get a complete picture of that shipper’s freight, allowing them to accurately plan instead of simply preparing for the worst-case scenario. If there’s one immutable truth in the world of logistics, it’s this: LTL is an inherently complex form of transportation. Tariffs, rates, DIM weights, transit times — it’s enough to confuse even seasoned logistics professionals. The solution to this knowledge gap has historically been on-the-job training or university supply chain education, but for a variety of reasons there is now a pressing need for third-party, remote LTL training that prepares logistics workers for transportation success. Global Scope Can Overlook Local Intricacies In the past, professionals looking to move into a supply chain career learned about the basics of supply chain from universities. However, many of these college supply chain programs are now global in scope, focusing on worldwide supply chain management instead of the intricacies of specialized domestic transportation. And even these programs, which used to be widespread, are becoming less common. LTL is not an industry of broad-brush strokes; supply chain professionals really need a pointillistic understanding of the logistics of LTL in order to excel in the industry. Accelerating Need for Dedicated LTL Education This lack of specified training put the onus on employers to prepare new hires with the LTL knowledge needed to do their jobs. Dedicated LTL study is a necessity, not a luxury. At the same time, changes in LTL and the broader supply chain world are accelerating. The reliance on e-commerce has ballooned since the start of the pandemic, and last-mile LTL shipments and related e-commerce strains on the supply chain won’t diminish once social distancing abates. That genie isn’t going back into the bottle. So supply chain employers need logistics workers that are fully versed in all aspects of the industry, ready to solve unique shipping and delivery problems based on their extensive supply chain knowledge But why care about LTL? It’s been reported that some shippers in today’s world are no longer concerned with what mode is used to ship their goods. A Multimodal Approach Ensures On-Time Delivery This mode agnosticism means supply chain stakeholders have to be well versed in all modes of transportation. As unforeseen weather events and other disruptions, such as protests, become more common, savvy logistics employees will need to be armed with familiarity of all modes, not just the most popular, to ensure that freight is delivered on time, without damage, and in the most financially expedient way possible.
