South America did not escape the 2008-09 downturn, as imports and exports softened while economic growth stagnated. GDP increased 0.7 percent in Argentina and 0.1 percent in Colombia, but declined 0.3 percent in Brazil and 1.8 percent in Chile. Such numbers look good in comparison with last year’s 2.4 percent drop in U.S. GDP, however. This year, most South American economies — with a few exceptions, led by Venezuela — are expected to expand faster than richer nations in North America and Europe. Economists expect GDP in Brazil to expand more than 5 percent this year, and the country’s central bank said growth of 7.3 percent is possible. South America’s outlook contrasts sharply with the days when the region’s major and minor economies struggled with debt bailouts, currency devaluations, protectionist regulations and bailouts from richer neighbors. “If we would have had the same crisis 20 years ago, the results would have been dramatically different,” said Samuel Israel, regional CEO at DHL Global Logistics. He said the region’s banks were prudent in their lending, which “has helped these countries weather the crisis.” [Editorial note: image removed/no longer available] A recent report by trade insurer Coface said most South American nations are better equipped to handle adversity. “On one hand, they were capable of engaging fiscal and monetary policies in support of economic activity, and on the other hand, their financial sectors are more solid now and exchange rates were able to play the role of shock absorber,” the report said. Another factor in South American economies’ relative health has been China’s voracious demand for raw materials such as Chilean copper and Brazilian soybeans and ores. China now is Brazil’s largest trading partner, and Peru is the No. 2 trade partner of Chile, Colombia and Venezuela. “The region has become more and more a part of this global economy,” Israel said. Chile, for example, has signed 52 free trade agreements — more than any other country. The fiscal and economic reforms haven’t been uniform. Countries such as Chile and Peru used their raw materials exports to set up budgetary stabilization funds that gave them room to maneuver during the economic crisis. By contrast, oil-rich Venezuela’s economy is expected to shrink nearly 5 percent this year while inflation tops 30 percent. Brazil, South America’s largest economy, has built up foreign reserves, kept inflation under control and diversified its economy by encouraging manufacturing and consumption, both of which have boosted container imports and exports. While South American commodity shipments boomed despite the recession, containerized shipments between the U.S. and South America were hit hard. Containerized cargo, tied closely to consumer sales and manufacturing, is not expected to recover to pre-2008 levels for at least another couple of years. U.S. containerized imports from the east coast of South America fell 22.3 percent last year, their third straight double-digit decline, according to PIERS Global Intelligence Solutions, a sister company of The Journal of Commerce. PIERS forecasts increases of 4.4 percent this year and 3 percent in 2011. U.S. exports to the east coast of South America plunged 24 percent last year after jumping 18.9 percent in 2007 and 10.8 percent in 2008, before a 24 percent drop last year. PIERS forecasts growth of 20.1 percent this year and 6.8 percent in 2011. Shipments to and from South America’s Pacific coast have been less volatile but also reflect economic conditions. PIERS says U.S. imports from the west coast of South America slipped 3.1 percent last year but are forecast to rise 3.6 percent in 2011. Exports are forecast to increase 7.5 percent and recoup much of last year’s 10.1 percent decline. Recovering cargo volume has tightened capacity on north-south container services and allowed carriers to raise rates. On the east coast of South America, carriers this month imposed their third general rate increase of the year. On the west coast, carriers on July 1 raised rates by $100 to $200 per TEU. But even these increases, and an initial round of rate increases after the market began recovering last fall, haven’t restored pricing to pre-recession levels, carriers say. [Editorial note: image removed/no longer available] With vessel capacity tight, additional rate increases are likely. Brisk growth in Asia-South America shipments has contributed to tightening capacity. Many South American services with larger east-west services call at hubs in Panama, the Caribbean or Mexico. Importers and exporters in the U.S.-South America trade must compete with Asian shippers for space on the north-south legs of those hub-and-spoke systems. Carriers are cautiously adding capacity, primarily on services connecting with Asian ports. Japanese carriers NYK, MOL and “K” Line have teamed up on two vessel loops linking South China, Taiwan and South Korea with the west coast of South America via Manzanillo, Mexico. Mediterranean Shipping Co. launched a similar service in June with 6,000-TEU ships, the largest used on the west coast of South America. Cargo interests say although obtaining vessel space remains a challenge, the crunch has eased in recent weeks. “It’s still not stable, but it’s much better than a couple of months ago,” said Wagner Covos, Brazil-based vice president of business development at CEVA Logistics. Carriers say volume between the U.S. and South America apparently bottomed out last year and is increasing. Refrigerated commodities such as avocadoes, blueberries and asparagus from Chile have been especially strong, said Carlos Velez, vice president and managing director, Latin America, at APL. More than half of Chile’s asparagus shipments to the U.S. traditionally have moved by air. But with air freight rates rising on strong demand, container lines are capturing more of that seasonal market, which peaks in August, Velez said. That trend could continue, if air cargo demand extends rapid growth that has seen year-over-year growth of more than 40 percent since February — and 60 percent-plus the last two months, more than doubling growth in capacity, according to the International Air Transport Association. Infrastructure is an ongoing problem for carriers and their customers in South America. Inland road and rail networks remain spotty, adding to supply chain costs. Container ports tend to be underequipped and congested. Exceptions include San Antonio, Chile, which was able to quickly restore facilities damaged in the Feb. 27 earthquake that killed 800 people in the nation’s south-central region. “I think infrastructure is still one of the greatest challenges of the region,” said DHL’s Israel. Callao, Peru’s main port, is “permanently congested,” and Santos, which serves Brazil’s industrial center of Sao Paulo, constantly struggles to keep up with growth in demand, he said. DHL Global Logistics tries to use ports where cargo can be handled quickly and to route as much of it as possible through DHL’s distribution centers, Israel said. The company has more than 2.5 million square feet of dedicated or shared distribution centers in Brazil. CEVA’s Covos said more companies in Brazil are hiring third parities for value-added services such as warehouse management, inspection of components for manufacturing. “We see a trend to outsource more and more,” he said. <div class="phx-topic">The multipurpose and heavy-lift (MPV/HL) shipping sector is walking a fine line between stability and potential capacity shortfalls, according to experts. A modest order book and an aging MPV/HL fleet means the delicate balance of supply and demand in the breakbulk and project cargo industry is vulnerable to sudden changes in global economics, geopolitics and shipper strategies, experts said during a Journal of Commerce webcast Sept. 11. Despite a “relatively positive” outlook for cargo demand, “carriers have consistently stressed that they will not order additional ships without outside investment and/or long-term commitments from shippers,” said Susan Oatway, senior research analyst at the Journal of Commerce. There were 143 MPV/HLs on order at the end of July, equivalent to 9% of the current operating fleet, according to a Journal of Commerce analysis. The order book is dominated by heavy-lift capable vessels, with 63% of new buildings on order capable of lifting over 250 tons on a combinable lift. However, of the 80 heavy-lift vessels on order, only five are specialized deck carriers, and 13 have lift capability of more than 750 tons. At the same time, MPV demolitions have slowed “considerably” in 2025, Oatway said, with just four ships sent to the scrapyard through July, compared with 20 vessels in all of 2024. This dearth of scrapping is a primary reason for the upward revision in the Journal of Commerce’s fleet growth forecast, to 1.8% per year through 2029, although Oatway noted that growth is still only enough to replace tonnage exiting the market. Yorck Niclas Prehm, head of research at shipbroker Toepfer Transport, said demolitions have slowed because MPV ownership has become “an asset play.” There is no incentive for owners to scrap MPVs purchased during the COVID-19 pandemic, for example, until charter rates fall below operating costs for a given ship. <h3>‘Clear downward pressure’ </h3>Prehm said that given the current geopolitical climate, the “moderate” order book creates stability for both shippers and carriers. “The MPV segment is not overbuilt,” he said. Oatway said falling container freight rates and massive amounts of capacity hitting the water this year could prompt container lines to “chase even more breakbulk cargo,” while roll-on/roll-off ships could provide additional capacity for high and heavy project cargo. On the demand side, global GDP forecasts have “changed dramatically” in the last nine months, with “clear downward pressure on growth globally,” according to Peter Molloy, senior associate for breakbulk and heavy-lift at Drewry. “Although the demand spread has smoothed out, I don’t think it is something that everyone can sit back on,” Molloy told the webcast. Downward movement in MPV/HL charter rates illustrates the building pressure. The Toepfer Multipurpose Index (TMI), based on expected average rates for six- to 12-month time charters for 12,500 deadweight-ton (dwt) “F-Type” vessels, slipped 0.5%, to $12,753 per day in September, the third consecutive monthly decline. <div class="wrapper-narrow"><dynamic-object type="jocchartid" resource-id="ea382181-08cd-4298-912f-87c79836bcf7"></dynamic-object></div>In its latest TMI report, Toepfer said optimism in the MPV/HL sector “seems to be diminishing” amid heightened volatility in trades that, until recently, had been important demand drivers. “The most significant decline was in the Far East to America trades, as the various grace periods for the implementation of US import tariffs came to an end, and with them the race to move cargoes quickly and in advance,” Toepfer said. Yorck Niclas Prehm, head of research at shipbroker Toepfer Transport, said demolitions have slowed because MPV ownership has become “an asset play.” There is no incentive for owners to scrap MPVs purchased during the COVID-19 pandemic, for example, until charter rates fall below operating costs for a given ship. ‘Clear downward pressure’ Prehm said that given the current geopolitical climate, the “moderate” order book creates stability for both shippers and carriers. “The MPV segment is not overbuilt,” he said. Oatway said falling container freight rates and massive amounts of capacity hitting the water this year could prompt container lines to “chase even more breakbulk cargo,” while roll-on/roll-off ships could provide additional capacity for high and heavy project cargo. On the demand side, global GDP forecasts have “changed dramatically” in the last nine months, with “clear downward pressure on growth globally,” according to Peter Molloy, senior associate for breakbulk and heavy-lift at Drewry. “Although the demand spread has smoothed out, I don’t think it is something that everyone can sit back on,” Molloy told the webcast. Downward movement in MPV/HL charter rates illustrates the building pressure. The Toepfer Multipurpose Index (TMI), based on expected average rates for six- to 12-month time charters for 12,500 deadweight-ton (dwt) “F-Type” vessels, slipped 0.5%, to $12,753 per day in September, the third consecutive monthly decline. In its latest TMI report, Toepfer said optimism in the MPV/HL sector “seems to be diminishing” amid heightened volatility in trades that, until recently, had been important demand drivers. “The most significant decline was in the Far East to America trades, as the various grace periods for the implementation of US import tariffs came to an end, and with them the race to move cargoes quickly and in advance,” Toepfer said. In <a href="https://www.federalregister.gov/documents/2025/08/25/2025-16191/notice-of-request-for-public-comments-on-section-232-national-security-investigation-of-imports-of">public comments on the Section 232 national security investigation</a>, US equipment manufacturers and industry associations advocated for a measured approach to any potential remedies to avoid unintentionally harming the domestic industry. “If the administration decides to put additional tariffs on these wind components and parts in addition to those already being paid by the industry, the industry should be given time to adjust supply chains accordingly,” wrote Vanessa Sciarra, vice president for trade and international competitiveness at the American Clean Power Association. “[C]utting off access to affordable inputs before viable domestic or allied alternatives are available risks hurting US manufacturing efforts.” Henry Kelley, president of Blue Wind Technology, a US-based manufacturer of nacelles and other wind energy components, highlighted the dual challenge of protecting domestic industry while not stifling growth. “Wind is among the fastest-growing sectors in US energy security,” Kelley said. “Broad tariffs risk raising costs for manufacturers like Blue Wind without effectively targeting unfair trade practices.” Kelley painted a sobering picture of the current supply chain landscape, stating that “presently, there are no domestic suppliers ready to fully meet demand for many nacelle and turbine components.” He called for a “grace period” to allow US suppliers to scale up production and to prevent policy measures from “unintentionally derail[ing] clean energy progress.” Roger Martella, chief corporate officer and executive vice president of GE Vernova, emphasized the wind equipment manufacturer’s strong domestic footprint, noting that its “US supply chain consists of over 300 manufacturing and services suppliers representing over 50,000 total jobs, of which nearly 36,000 are manufacturing.” Martella also pointed to GE Vernova’s own technological innovations as a way to address cost concerns, stating that its new technology will “reduce manufacturing costs of casted components and provide a drastic financial advantage when compared to including costs of importation logistics and tariffs from China or the European Union.” Comments from the government of the People’s Republic of China, however, presented a starkly different perspective, calling the Section 232 measures a form of “bullying, unilateralism and protectionism under the pretext of national security.” The comments warned that “constraints on parts and components supply and higher turbine costs would discourage new construction and expansion of existing projects and reduce employment opportunities across the wind power sector in the United States.” Furthermore, the Chinese government argued that the US wind industry’s difficulties are rooted in internal structural issues, such as a lack of specialized installation vessels, limited port capacity and transportation pressures associated with larger turbines. “Before these internal structural issues are effectively resolved, attributing the US industry’s difficulties to imports will neither improve the resilience of the US domestic supply chain nor address the deeper challenges that the US wind power industry is facing,” it wrote. SSA Marine Mexico: True Commitment to Sustainability

The world of LTL is slow to embrace change. Business anachronisms permeate current supply chain processes. These vestiges of the way things used to work define the LTL freight transportation procurement process of many modern shippers.David Knuth, logistics specialist at IEWC, a global supplier of cable and wire based in Wisconsin, is happy to have modernized the RFP process, automating the entire LTL bidding procedure with Bid$ense, SMC³’s automated truckload and LTL freight transportation sourcing solution. But when prompted, he can still recall what once was.In his previous job, a large part of his duties were consumed by creating an intermodal bid package for carriers. In a spreadsheet, Knuth detailed the company’s volumes lane by lane, taking care to delete any errant keystrokes or misleading data. He would then email out the information to each carrier, taking time to respond to detailed technical questions about the spreadsheet data. Finally, he had to compile all the results, create an algorithm that would compare the carriers on each lane, and award the business.“It was a huge undertaking. It took about four months to do,” Knuth said of the old process. “It was almost a full-time job for that part of the year, every year.”In his new job at IEWC, he sat down with Bid$ense on day one and was amazed at the capabilities. Knuth had never before used a bid tool. SMC³’s latest versions of Bid$ense automate the process even further, taking truckload and LTL RFPs entirely online. The tool draws on RFP best-practices protocols to streamline the bidding communication process, enabling bidding carriers to respond accurately and promptly to shipper requests. The solution also does all the distribution work automatically, electronically submitting shipper bid data to carriers based on their actual service capabilities and performance records. Carriers are alerted with timely prompts for RFP deliverables, so shippers aren’t waiting by the phone for responses.Another benefit of automating the process is the data-cleansing assistance. When Knuth sent spreadsheets to carriers, data errors might cloud the bidding process; he might have to resend data or simply accept a price that did not truly reflect the costs of doing business. Data cleansing is incredibly beneficial, he said.The spreadsheet technique also made bidding analysis an onerous task. Since Bid$ense automates and streamlines the entire RFP process, intensive examination is now simple. SMC³ knows that each bid has more than one best outcome. With uniform responses from each carrier, shippers can quickly rank results and create an unlimited quantity of what-if scenarios to make the optimal procurement decision.Jesse Burnett of Central Garden &amp; Pet experiences many of the same benefits. Founded in 1980, Central Garden &amp; Pet has spent the last three decades growing from a small garden supply company to a provider of a range of products from dog chews and bird seed to soil supplements and natural insecticides. For much of its life, the company shipped these disparate goods via LTL and truckload carriers to retailers throughout the country, relying on each business unit to negotiate directly with their freight transportation providers. This arrangement worked fairly well for a small company, but as Central Garden &amp; Pet expanded, leadership decided to consolidate decision making.Burnett helped centralize the transportation decision making in 2015 with SMC³’s Bid$ense. Before Bid$ense, every business unit operated independently as far as negotiating with carriers.“There were a lot of different things just floating around,” he said. “We didn’t have master agreements in place; no national pricing at all. The pricing from carriers was just all over the place, depending on where you were.”The transformations he saw with Bid$ense were immediate. Burnett has been using the tool about every other year since its implementation at the company. Central Garden and Pet’s $19.6 million 2019 LTL bid saved the company just more than 9 percent when compared to its historical average. For Burnett, though, bid automation extends far beyond savings.“We knew that we weren’t getting the best pricing offer from our carriers just because nothing was centralized,” he continued. “We knew that if we combined everything from all these business units and paired it with one corporate offering, then it would drive some cost benefit with it.”When the company initially decided to centralize bid procurement, executives researched a number of different methodologies and technologies. In the end, though, Burnett found that Bid$ense was both widespread and well known, and that his carrier partners already knew how to use the application. Burnett also highlighted the data-cleansing process as a major benefit, saying the rigorous process ensures that carriers always return the best price.“It definitely has helped drive savings,” he said. “Any time you go out there and you drive that competitiveness with the carriers and they know they’re in a bid environment, it seems to sharpen their pencils.”Transportation procurement is an integral part of the modern supply chain. With Bid$ense, shippers can develop a strategic implementation plan that saves them time and money, but also helps them create strong relationships with their carrier partners. These carriers appreciate the solution’s data-cleansing process; when carriers receive a complete shipment history and future volume forecast, they don’t have to guess on pricing. Carriers that receive more data from shippers get a complete picture of that shipper’s freight, allowing them to accurately plan instead of simply preparing for the worst-case scenario. If there’s one immutable truth in the world of logistics, it’s this: LTL is an inherently complex form of transportation. Tariffs, rates, DIM weights, transit times — it’s enough to confuse even seasoned logistics professionals. The solution to this knowledge gap has historically been on-the-job training or university supply chain education, but for a variety of reasons there is now a pressing need for third-party, remote LTL training that prepares logistics workers for transportation success. Global Scope Can Overlook Local Intricacies In the past, professionals looking to move into a supply chain career learned about the basics of supply chain from universities. However, many of these college supply chain programs are now global in scope, focusing on worldwide supply chain management instead of the intricacies of specialized domestic transportation. And even these programs, which used to be widespread, are becoming less common. LTL is not an industry of broad-brush strokes; supply chain professionals really need a pointillistic understanding of the logistics of LTL in order to excel in the industry. Accelerating Need for Dedicated LTL Education This lack of specified training put the onus on employers to prepare new hires with the LTL knowledge needed to do their jobs. Dedicated LTL study is a necessity, not a luxury. At the same time, changes in LTL and the broader supply chain world are accelerating. The reliance on e-commerce has ballooned since the start of the pandemic, and last-mile LTL shipments and related e-commerce strains on the supply chain won’t diminish once social distancing abates. That genie isn’t going back into the bottle. So supply chain employers need logistics workers that are fully versed in all aspects of the industry, ready to solve unique shipping and delivery problems based on their extensive supply chain knowledge But why care about LTL? It’s been reported that some shippers in today’s world are no longer concerned with what mode is used to ship their goods. A Multimodal Approach Ensures On-Time Delivery This mode agnosticism means supply chain stakeholders have to be well versed in all modes of transportation. As unforeseen weather events and other disruptions, such as protests, become more common, savvy logistics employees will need to be armed with familiarity of all modes, not just the most popular, to ensure that freight is delivered on time, without damage, and in the most financially expedient way possible.
