The proposals stem from a December 2024 investigation that found Spain created unfavorable conditions for US trade by barring US-flagged vessels from its ports.
Construction of the $2.3 billion Savannah Container Terminal is due to start in January 2028, with the facility expected to handle the largest container ships once it's completed in the 2030s.
