SUTHERLAND SETS EMERGENCY MEET ON TRADE TALKS

The director general of the General Agreement on Tariffs and Trade Tuesday called a surprise meeting for Monday of the committee supervising the troubled Uruguay Round trade talks.

A brief statement by the director general, Peter Sutherland of Ireland, said only that the Trade Negotiation Committee would meet to "review the state of play in the negotiations."Privately, Uruguay Round negotiators and GATT sources said that there is what one called "a sense of very serious urgency" with the Uruguay Round still blocked because of U.S.-European Community differences over farm trade.

The sources said that Mr. Sutherland was convening the session right after the EC summit starting Friday.
