SEDGWICK GROUP

Philip Palm has been named director of Sedgwick Global Insurance Strategy, the alternative risk financing division of the British-based insurance broker.Mr. Palm joined the company from the risk finance division of American International Group, where he was a managing director.

Before that he was with Deutsche Bank and Chase Manhattan Bank.

Sedgwick Noble Lowndes, Sedgwick's employee benefits consulting unit, named Susan R. Beliberg as an account manager in the group benefits department. She will be based in Philadelphia.

She was previously with Visiting Nurse Service System Inc., where she coordinated open enrollment planning.

Also named to the firm's Philadelphia office were Gregory J. Pastino and Ami R. Stachowski.

Mr. Pastino was named manager of the retirement plan services department. He was previously a vice president and actuary. Ms. Stachowski was promoted from account manager to consultant in the group benefits department. She will specialize in designing group health and welfare benefits plans.

Patrick J. Foley has joined the New York-based law firm in the role of counsel.

Mr. Foley recently retired after long service with American International Group, where he was vice president and associate general counsel.

COUNCIL OF INSURANCE AGENTS

& BROKERS

The Washington-based association hired Karen Gantt as associate director of industry affairs.

She joined the council after serving as an adjunct professor of insurance and business law at Howard University.

FAIRFAX FINANCIAL HOLDINGS LTD.

James F. Dowd was named president and chief executive of Fairfax Inc., the company's U.S. holding company.

Mr. Dowd is also chairman of Odyssey Re Group Ltd., a subsidiary of the Toronto-based company. He has responsibility for the operations of a number of subsidiaries including Odyssey Reinsurance Corp. in the U.S. and Sphere Drake Insurance PLC in London.

WILLIS FABER NORTH AMERICA

Charles G. Edens has been promoted to executive vice president of the reinsurance broker's Stoney Creek, N.C., office.

Mr. Edens joined R/I Inc. in 1980, 10 years before the firm was bought by Willis Faber. He was named senior vice president in 1991. He joined the firm from Horace M. Johnson & Co., a managing general agency.

ORION CAPITAL CORP.

Raymond W. Jacobsen and James R. Poullot were both named to the newly created position of executive vice president.

Mr. Jacobsen, 45, is president and chief executive of EBI Cos., Orion's workers compensation insurance unit. He joined the firm in 1982 and held a number of positions before becoming president in 1993. He was named a vice president of the parent firm in 1990 and a senior vice president in 1994.

Mr. Poullot, 43, is president and chief executive of Guaranty National, a writer of nonstandard automobile insurance that merged with Orion Capital in December.

Mr. Poullot was president of Viking Insurance Co. of Wisconsin, which was bought by Guaranty National in 1995. He will oversee the auto insurance operations as well as the operations of Orion Specialty, the newly reorganized commercial insurance unit.
