SINGAPORE GROUP SLATES MEETING ON NEW BUNKER REGULATIONS

The Singapore National Shipping Association will meet Thursday to discuss a standard procedure for purchasing ship fuel, industry sources said.

The meeting of barge operators, bunker fuel dealers and exporters will be one of the last before a general forum of all association members in February, where the bunkering procedure will be discussed before it is implemented.An association official said Thursday's meeting will put the finishing touches on the new procedure, which has been drafted in rough form, and should be implemented "soon."

The standard bunkering procedure establishes uniform guidelines that shipowners and fuel suppliers must follow. It designates the shipping association as the arbitrator in event of a dispute.

The procedure was drafted after industry calls for uniform bunker standards due to disputes between shippers and suppliers about the quality and quantity of bunker fuels.

Sources say the procedure will set rules for verifying the amount of bunker fuel actually sold, as well as the quality.
