OSHA proposes rules for double lifts

The Occupational Safety and Health Administration is proposing a rule that would permit vertical tandem lifts of two empty containers as a unit, as long as the containers' combined weight doesn't exceed 20 tons.

A vertical tandem lift is the lifting of two empty intermodal containers together, one on top of the other, connected by semi-automatic twistlocks. The practice speeds the loading and discharge of ships, but has been criticized by longshore unions.

OSRA is inviting comments on its proposal by Dec. 15.
