FRICKS IS APPOINTED CHAIRMAN, CHIEF EXECUTIVE

William P. Fricks, president of Newport News Shipbuilding & Dry Dock Co., also will become the shipyard's chairman and chief executive officer, its parent company announced.

Mr. Fricks, 51, will succeed W.R. "Pat" Phillips on Nov. 1. when Mr. Phillips retires, said Dana G. Mead, chairman and chief executive of Houston- based Tenneco Inc. Mr. Phillips took over in 1992.The ap- pointment Tuesday of Mr. Fricks as Mr. Phillips' successor had been expected.

Like Mr. Phillips, Mr. Fricks has spent his entire career at Newport News Shipbuilding. He was named president and chief operating officer in September 1994 and has been responsible for all business operations at the shipyard since 1992.

Mr. Fricks started at the yard in 1966 as a fresh graduate from Auburn University. He got his first big break in 1977 when then-shipyard chief executive Ralph W. Cousins promoted him from manager of strategic planning to assistant to the president.

Since that time he's served as vice president of the finance, technical, marketing and human resources departments; senior vice president and later executive vice president.

"If you look at his job history, it's the ideal profile of someone that you would like to run the yard," Mr. Mead said earlier this summer.
