46 Establishment of aircraft fuel

storage and dispensing facilities at

Sivrihisar, Eskisehir and Mus

Ministry of Defense NATO Infrastructure Department invites qualified U.S. firms to compete for contracts on the basis of international competitive bidding for establishment of aircraft fuel storage and dispensing facilities at Sivrihisar, Eskisehir and Mus air bases. These NATO projects consist of the following major items and services at each air base: (a) Sivrihisar air base - (one each) 1,250-cubic-meter capacity storage tank, (one each) manifold filter/water separator station and generator building; truck loading pits; interconnecting pipeline (six-inch diameter) between fuel storages; (one each) 100 kva diesel generator set; security fence; estimated cost of the project is 1,180,020 IAU (international accounting unit-approx. US$1.5 million).

(b) Eskisehir air base - (one each) 750-cubic-meter capacity storage tank; (three each) manifold filter/water separator station and generator buildings; (one each) transformer station; truck loading pits; interconnecting pipeline (six-inch diameter) between fuel storages; (two each) 100 kva diesel generator sets; asphalt and concrete pavement; estimated cost of the project is 2,780,570 IAU (international accounting unit-approx. US$3.5 million).

(c) Mus air base - (three each) 1,250-cubic-meter capacity storage tanks; (two each) manifold filter/water separator station and generator buildings; (two each) transformer stations and electrical utilities; truck loading pits; interconnecting pipeline (six-inch diameter) between fuel storages; (two each) 100 kva diesel generator sets; lubricating oil storage; security fence; estimated cost of the project is 2,562,860 IAU (international accounting unit- approx. US$3.3 million).

The prequalification of firms shall be executed in accordance with NATO document AC/4-D/2261 (1987 edition). However, firms that apply according to item (7-II) of the subject document should certify together with their application that they have experience with automatic pressure control and applications: aircraft fuel storage and dispensing facilities at Sivrihisar, Eskisehir and Mus air bases. Dispensing systems as well as fuel storage tank of at least 400 cubic meters capacity.

Interested U.S. firms must apply to the Ministry of Defense through either their own delegations at NATO or their embassy in Ankara in accordance with the same NATO document. Work under the scope of these projects will be completed in 600 days after contract signature. Contracts are available for each air base separately. USDOC is requested to forward to American Embassy

Ankara (attn. FCS), before Feb. 28, 1992, the names and addresses of interested, eligible and qualified firms. Embassy will transmit the names of such firms to the Turkish Ministry of Foreign Affairs immediately.
