EUROPEAN PARLIAMENT VOTES TOBACCO AD BAN

The European Parliament voted Wednesday for a total ban on tobacco advertising throughout the 12-nation European Community.

But the ban will not take effect because the European Community's Executive Commission refused to accept the Parliament's addition of the ban to proposed legislation to regulate tobacco advertising.The Parliament had added the tobacco advertising ban as an amendment to legislation proposed by the executive commission that would allow advertisers to show only the tobacco package and nicotine and tar yields in ads.

Under EC law, parliamentary amendments must be approved by the commission before they can be adopted on a majority vote by the EC governments. If the

commission fails to approve the amendments, they can only be adopted on a unanimous vote by the EC governments.
