Second cargo-theft bill filed

WASHINGTON -- The second bill to allow the FBI to track cargo theft has been filed. The "Cargo Theft Prevention Act," H.R. 3563, was introduced Friday by Rep. Cliff Stearns, R-Fla.

The bill calls on the FBI to compile a database on cargo theft, and report it as a separate category in the Uniform Crime Reporting System.

The bill includes provisions similar to a cargo theft bill filed by Sen. Joseph Biden, D-Del., in September. Unlike that bill, the House version does not stipulate penalties for failure to report cargo crimes.
