New York wants to drive truckers to non-peak hours

The New York State Department of Transportation is conducting a survey that will assess the feasibility of policies aimed at increasing off-peak (7 p.m.-6 a.m.) truck deliveries to congested areas of New York City.

The project is being conducted to determine what kind of policy measures the department would have to implement to encourage off-peak deliveries, without negatively affecting businesses. The Rensselaer Polytechnic Institute is the lead consultant on the project, and is conducting the confidential Internet survey.
