A Florida state court in Miami on Thursday blocked developers from building three high-rise condominiums on 25 acres along the Miami River, an industrial area of terminals for shallow-draft ships that serve the Caribbean islands.
The Third District Court of Appeal affirmed an earlier opinion that the city government had violated a comprehensive development plan by re-writing it to favor residential construction along the river instead of commercial and industrial activities.
Supporters of the "working river" said it took seven years of litigation to get the court's ruling. The court originally ruled against developers in 2007, but they asked for a rehearing.
