Popular legislation that supports U.S. ports’ efforts to reduce emissions for diesel engines will likely be considered early in the 112th Congress.
Senators Tom Carper, D-Del., and George V. Voinovich, R-Ohio, filed a bill last week calling for a five-year reauthorization of the 2005 Diesel Emissions Reduction Act, which was was rolled into the Energy Policy Act of 2005.
The bill authorizes the Environmental Protection Agency to award grants to local communities to help improve air quality. The bill gives priority to communities that are affected by air pollution from such facilities as ports, rail yards and truck stops.
Ports can get grants to replace older diesel engines in cargo handling equipment, trucks, rail and harbor craft, but it does not cover green truck programs like the ones at the ports of Los Angeles and Long Beach.
According to AAPA, the new bill authorizes $200 million per year for emissions grants, the same as in the 2005 bill. In practice Congress appropriated between $50 million and $60 million, with an infusion from the American Recover and Reinvestment Act.
