The Diamond State Port, operator of the Port of Wilmington, Del., named Frank Vignuli director of operations. For more than 20 years, Vignuli held logistics positions with Chiquita Brands International, most recently serving as its general manager of port operations at Wilmington.
FKI Logistex, St. Louis, appointed Tim Fedrigon vice president of human resources of its North American operations. Fedrigon has more than 22 years of corporate human resources experience. He most recently served as director of human resources for Cabot.
Liquid Transport, an Indianapolis-based wholly owned subsidiary of The Dana Companies, named Jenny Bizzoco to the newly created position of manager of intermodal services. Bizzoco brings more than 15 years of experience in customer service, account management and logistics.
American Commercial Lines, Jeffersonville, Ind., named Sam George vice president of environmental compliance. George most recently worked as vice president for Madison Chemical. Before that he served as commissioner on the Indiana Emergency Response Commission, and on the board of trustees of the Clean Manufacturing Technology Institute at Purdue University. James L. Adams joined as vice president of governmental policy. Adams has experience in transportation and public policy, and most recently was deputy secretary of transportation for the State of Kentucky. The company also promoted Mario A. Mu?oz to vice president of regulatory compliance. Mu?oz joined ACL in 2001 and most recently held the position of director of regulatory affairs.
TTX Co., Chicago, named Bruce G. Schinelli vice president and chief information officer. Schinelli succeeds John Braly who retired. He previously served as vice president of rail systems for Wachovia/First Union Rail.
The Allen Lund Co., La Ca?ada-Flintridge, Calif., a third-party transportation broker, said Lynn Racke, a national accounts manager, relocated from Baltimore to Cleveland. Racks''s new territory will cover the Ohio Valley region. She will continue to work with the Atlanta flatbed division. She joined the company in 1997 and specializes in freight and corporate account management of flatbed, dry and refrigerated freight.
ODIN Technologies, Dulles, Va., named Ted Milone federal practice director. Prior to joining ODIN, Milone served as healthcare account leader for the U.S. Department of Defense. Before that he served for six years as a U.S. Air Force officer and in project management with Robbins-Gioia.
