Question: We have a hazardous shipment with two 'legs,' one from Los Angeles to Miami, and from Miami to Brazil. Since our company's responsibility was to get it to Miami only, and the consignee's forwarder was to get it from Miami to Brazil, whose responsibility is it to fill out the second Dangerous Goods declaration and FAA endorsement from Miami to Brazil? Sunkist GrowersAnswer: In order to answer this question, a few more facts are necessary. The 'shipper' is the party required to complete the Dangerous Goods declaration which must accompany the goods. Therefore, who is the shipper? This might relate to who is the owner of the goods and when does title pass. This is usually determined by the terms of sale. Such issues should be determined as part of the contractual agreement between the buyer and seller and their forwarders.
