The Philippine government has secured a loan from the World Bank toward the cost of the Philippine Health Development Project and part of the proceeds of the loan will be applied to eligible payments under the contract for the supply and delivery of the items indicated in the succeeding paragraph. The Department of Health's Philippine Health Development Project invites international competitive sealed written bids for the supply and delivery of: Package: computers, computer peripherals and supplies. Interested manufacturer or exclusive distributors or their duly authorized representatives from IBRD member countries plus Switzerland, Taiwan and China are eligible to participate in this bidding. A prebid conference will be held on Nov. 26, 1991, at 9:30 a.m. Manila time, at the Department of Health, Convention Hall, San Lazaro Compound, Sta. Cruz, Manila. Although the presentation is by sub-package, this is not a sub-package bidding but an item per item bidding. This means that a bidder may bid only for those items he is prepared to offer, under any or all sub-packages, without having to completely offer all items included in each sub-package. The lowest evaluated bid will be considered and awarded on a per-item basis, provided required specifications stipulated are met.
Sealed bids must be submitted at the Department of Health, Convention Hall on Dec. 6, 1991, no later than 9:30 a.m. Manila time after which said bids shall be opened in public. Bidders who choose to submit their bids by mail must see to it that their bids must be received by the Department of Health before the deadline for bid opening. Offers received after the time and date indicated above will no longer be opened. Bidder must submit separate bids for the maximum and minimum number of units indicated unless same price is quoted for both which should be explicitly specified.
