United Parcel Service has proposed including all-cargo air services under the World Trade Organization's commercial rules. That's a fine idea, and should be considered for passenger services as well.
The proposal, which doesn't have every country's support, would essentially complete what the Uruguay Round of trade negotiations started. It would incorporate the notion of reciprocal access into the existing WTO deal on so-called soft rights, such as aircraft repair and maintenance.An agreement on equal access would intensify competition among air cargo carriers and slash freight costs. Perhaps that's why the passenger airline industry isn't all that fired-up about the idea.
