ALTHOUGH THE BUDGET BATTLE is dominating President Clinton's agenda these days, he still expects to unveil a health-care plan sometime this year. With that in mind, some recent comments by the Congressional Budget Office on managed competition are worth remembering:
"To cut spending substantially, managed competition would have to restructure the health-care market dramatically. Consumers would probably have less choice, more limited access to many providers, fewer services and slower access to technologies. In other words, the type of health care people receive and the manner of its delivery would change significantly."
