
David T. Matsuda was sworn in Thursday as deputy maritime administrator, the agency announced.
Matsuda will oversee Marad’s operations until the president appoints a new administrator. James Caponiti, who had been acting head of Marad, will continue to head Marad’s international and strategic policy office.
Matsuda joined the Department of Transportation in March as acting assistant secretary for transportation planning. Before joining DOT, he spent six years on Capitol Hill, most recently as senior counsel and transportation advisor to Sen. Frank Lautenberg, D-N.J.
From 1998 to 2002, Matsuda was an attorney with the Federal Railroad Commission.
