Agriculture Inspection Fees Increase

The Journal of Commerce Online - News Story
APHIS hikes fees 10 percent to maintain service as traffic declines

The Animal and Plant Health Inspection Service is raising its fees on imported agricultural commodities, effective Oct. 1.

The U.S. Department of Agriculture's agency assesses the fees for agriculture quarantine and inspection services on commercial vessels, railcars and trucks that carry those commodities.

APHIS said the overall 10 percent hike in fees was necessary because cross-border traffic declined over the past year, and the agency was not producing enough revenue to sustain the program.

Without the fee increase, APHIS said it would be forced to lay off personnel and cut back services beginning in February 2010.

APHIS said the new fees should yield $578 million in revenue between now and Sept. 30, 2010.

The increases are as follows:

  FY 2009 FY 2010
Int'l airline passengers $5.00 $5.50
Commercial aircraft 70.75 78.00
Commercial vessels 494.00 544.00
Loaded railcars 7.75 8.75
Commercial Trucks 5.25 6.00
Trucks w/ transponders 105.00 120.00

APHIS is accepting comments on the fees until Nov. 27.
