Subsidizing the Sealift Fleet

Mr. Shapiro may have a point, but isn't this program a "per unit" equation where the carriers get paid by the vessel and not by where they come from or any other criteria? So how does he want "more access"? meaning more money; does he think he deserves more per vessel? or is he willing to ante up more vessels? Maybe we need a fuller explanation by Mr. Shapiro on what he means by the program has gotten off track and his wanting more "access" to the program.
